What this is
Two documents, one of which most providers do not need
The Annex V conformity description is the one everybody selling a service in the EU has to hold. It walks the accessibility requirements in Annex I and states, for each, how your service meets them and what the evidence is.
The Article 14 disproportionate burden assessment is only for providers actually claiming that meeting a requirement would be a disproportionate burden. It is off by default here and stays off unless you switch it on. If you claim one, Annex VI requires you to document the reasoning and keep it for five years, and the pack gives that reasoning a structured place to live.
What it is not
It is not a certificate, not a declaration of conformity, and not legal advice. Automated testing detects roughly 30 to 40 per cent of WCAG success criteria, so a clean scan is the absence of a detected failure rather than proof a requirement is met. The pack says that on its face, in those words.
Several of the Annex I requirements cannot be examined by a scanner at all. Support services, information published in accessible formats, and whether the accessible route through your service does the same job as the ordinary one are all questions about how your business operates. The engine marks those undetermined and leaves them for you. It will not guess, because a guess here is a false statement to a market surveillance authority.
